Indonesia being intensively to catch up with infrastructure development as a developing country. This is an opportunity for large and small contractors, especially construction services to vying for a development project. In the process, the government held the tendering for the SMEs participating in the government project. In the process of auction of government to many obstacles that may affect SMEs rated construction services to participate and win the government tender process. One of them is over 50% of the class auction auction 2,5 billion rupiahs down but not done by appointment or direct elections so that the SMEs be difficult to enter into the process of procurement and tender of goods and services or the government\u27s public procurement. In this study will discuss the factors and constraints affecting construction SMEs to enter into public procurement. Factors and barriers covers two main factors, that is internal factors of the SMEs and external factors from the government side. The method used is Partial Least Square method of analysis that is doing statistical analysis of descriptive and causal analysis that aims to determine whether and how much influence factors and barriers for SMEs to enter into public procurement.
